Obama's formation of the Council of Governors
The other item is Obama called together some State Governors to sit down with him and help him establish a panel to collaborate with Washington on a variety of Potential Emergencies.
Obama signed an Executive Order establishing a panel to be known as the Council of Governors, to be made up of 10 State Governors, to be selected by the President for 2 year terms, 5 from each party. They will review matters involving the National Guard, Homeland Defense, Civil Support, and synchronization and integration of State and Federal Military Activities in the United States, Secretaries of Defense and Homeland Security are also to sit on the Council, as will Presidential Assistants for Homeland Security and Counter terrorism, Intergovernmental Affairs, the United States Northern Command Commander, the Commandant of the Coast Guard, and the Chief of the National Guard Bureau.
The formation of the Council of Governors was required by the Fiscal Year 2008 National Defense Authorization Act which stated, "The President shall establish a Bipartisan Council of Governors to advise the Secretary of Defense, The Secretary of Homeland Security, and the White house Homeland Security Councils on matters related to the National Guard and civil support missions."
This second item is the real scary one, refers to controlling large civil disobedience and up rising. I thought that the deployment of troops in the U.S. was unconstitutional. Not the Guard but the U.S. Military.
